由聯合國開發計劃署和英國國際發展部援助我國財政部和國家稅務總局的促進減貧的財稅改革能力建設項目,今天在此正式簽字了。我很高興代表商務部見證這一重要的時刻,并對此項目的簽署和啟動表示衷心的祝賀,對有關各方在項目建設過程中的辛勤努力和通力合作表示感謝。應該說,此項目的簽署,是前一期成功合作的延續,也標志著我國與聯合國等國際機構在財稅制度方面的合作進入了一個新的階段。 |

Under the auspices of the United Nations Development Programme (UNDP) and the UK Department for International Development (DFID), the programme on Capacity Building to Support Pro-poor Fiscal Reform in China, a programme of the Ministry of Finance and the State Administration of Taxation (SAT) of China, is to be signed today. On behalf of the Ministry of Commerce, I am very pleased to witness this important moment. I would like to congratulate on the signing and the inauguration of this programme and thank all parties concerned for their hard work and extensive cooperation in the course of the programme design. The signing of the programme is a continuation of the successful collaboration between China and the UN as well as other international agencies in the previous stage. It suggests that the cooperation in the field of fiscal reform has embarked on a new phase. |
眾所周知,黨的十六大以來,中國政府提出了全面建設小康社會的奮斗目標,確立了新的科學發展觀。在這種情況下,如何繼續深化財政體制改革,加快建立公共財政體制,是今后一個時期中國財政工作面臨的重要任務;也是實現全面建設小康社會這一戰略目標的關鍵環節之一。新的科學發展觀要求我們注重以人為本的發展戰略,注重經濟和社會的協調發展。因此,從政府職能和財政功能的層面上看,這就意味著我們必須將經濟建設型政府轉變為公共服務型政府,將投資型財政轉向公共型財政,必須在發展經濟的同時,確保貧困人口接受基礎教育和基本衛生服務的機會和權利,確保社會低收入人口和弱勢群體得以分享經濟增長帶來的好處。這種轉變是一種深刻的社會變革,即需要克服重重困難、阻力的決心和勇氣,也需要精心細致的設計論證和組織實施,更需要充分研究和借鑒國際上正反兩方面的經驗和教訓。因此,此合作項目的正式簽署和啟動,可以說是恰逢其時。 |

As we all know, since the 16th Party Congress, the Chinese government has set up the target of establishing a well-off society in an all round way along with the new scientific view of development. Against such a background, it becomes an important task in the years to come as to how to deepen the reform on the financial system and speed up the establishment of the public finance system, which is also a key element in realising the strategic goal of establishing a well-off society. The new scientific view of development requires us to value the human-oriented development strategy and pay attention to the coordinated development of the economy and the society. Therefore, in terms of government functions and the role of finance, we are required to transform the economic development-oriented government into a public service-oriented government, to transform the investment-based finance into public finance, to ensure that as the economy develops, the poor are given the rights and opportunities to basic education and basic medical services and to ensure that the low-income and disadvantaged population could benefit from the economic growth. Such transitions are part of a profound social reform. To undertake the reform, which requires meticulous designing and implementation, one must have the resolve and courage to overcome tremendous difficulties and obstacles, and study and learn from international experience and lessons. In this light, I would say that the signing and inauguration of the programme come at a right time. |
以往的國際合作的經驗表明,要想使國際合作項目尤其是涉及宏觀管理的軟科學項目真正取得實效,就必須堅持需求驅動和符合國情的原則。為了做到這一點,在項目的設計過程中,財政部和國稅總局的同仁們對我國財稅體制改革的歷史、現狀及當前熱點難點問題進行了系統的梳理,會同中外專家學者,圍繞著項目目標、戰略和活動等關鍵內容,進行了廣泛充分的協商和交流,并最終達成了共識,確定了關注貧困人口的財政政策、預算規劃和管理、國庫和帳戶管理、稅收法律和政策、和稅收監管能力建設等五大課題。應該說,整個項目設計的過程,本身就是一個建設互信、相互尊重、實事求是、團結協作的合作過程,今天將要正式簽署的項目文件,凝聚著有關各方人事的集體智慧和心血。在此,我謹代表商務部,向在此項目準備過程中,有關各方所表現出來的積極和靈活的合作態度表示贊賞,向財政部和稅務總局的同事們的努力表示感謝,向國際和國內專家們的辛勤工作和卓越貢獻表示感謝,當然,也對聯合國開發署和英國國際發展部對此項目給予的慷慨支持表示贊賞和感謝。 |

Experience of international cooperation in the past suggests that to achieve the real benefits of international cooperation programmes, especially soft science programmes involving macro-control, we must adhere to the principle, which is to be demand-driven and consistent with the country's situation. To achieve this, colleagues in the Ministry of Finance and the SAT carried out systematic review of the history, status quo and some currently hot issues of the finance and taxation system of China in the course of programme design. Along with Chinese and foreign experts, they held extensive consultations and exchanges in regard with key issues of the programme, such as its objectives, strategies and activities. A consensus was finally reached, which identifies five subjects of the programme, including pro-poor fiscal policies, budget formulation and management, treasury and account management, tax laws and policies and capacity building for tax regulation. The designing process of the programme is in fact a process of building up mutual trust and mutual respect, of being practical and realistic, and of solidarity and cooperation. The programme document to be signed today is a result of the wisdom and hard work of all parties concerned. On behalf of the Ministry of Commerce, I would like to thank all the parties for the positive attitude and flexibility they have shown, thank the colleagues from the Ministry of Finance and the SAT for their efforts, the Chinese and foreign experts for their hard work and outstanding contributions, and of course, the UNDP and the DFID for their generous support for the programme. |
我相信,在中國政府的重視下,在中國各有關部門的密切合作與共同努力下,在聯合國開發計劃署、英國國際發展部等其他國際組織在資金、經驗、技術等各方面的支持下,中國財稅體制改革領域的國際合作一定會取得豐碩成果,預祝項目取得圓滿成功! |

I believe that given the attention paid by the Chinese government, the close cooperation and concerted efforts made by relevant departments in China, the support from the UNDP, the DFID and other international organisations in terms of funding, experience and technology, the international cooperation in the field of fiscal reform in China will definitely be fruitful.
